धर्ममूलं हि भगवान्सर्ववेदमयो हरि: ।
स्मृतं च तद्विदां राजन्येन चात्मा प्रसीदति ॥
dharma-mūlaṁ hi bhagavān sarva-vedamayo hariḥ |
smṛtaṁ ca tad-vidāṁ rājan yena cātmā prasīdati ||
(Śrīmad Bhāgavatam: 7.11.7; cited in Bhakti Sandarbha 58)
“O King, the basis of dharma [i.e., the pramāṇa, the means of knowing dharma], by which the ātmā [i.e., the mind] is satisfied, definitively is Bhagavān, Hari, the embodiment [i.e., the source] of all the Vedas, and that which is remembered by those who know him [i.e., the Smṛti-śāstras].”
Commentary
yena cātmety ātma-toṣo’pi pramāṇam ity arthaḥ |
(Excerpt from the Krama-sandarbha-ṭīkā)
“‘By which the ātmā is satisfied’ (yena cātmā …) means that satisfaction of the self [i.e., the mind] is also a means of knowing (pramāṇa) [of dharma].”
dharmasya mūlaṁ kāraṇaṁ pramāṇaṁ ca hi niścitaṁ bhagavān eva yataḥ sarva-vedeti | tad-bhaktyā vinā dharmā naiva siddhyantīti bhāvaḥ |

“The basis of, that is, the cause of, and means of knowing (pramāṇa) dharma definitively is Bhagavān, he from whom all the Vedas come. Without bhakti to him, dharmas are not established. This is the purport.”
