येषां विश्वेश्वरे विष्णौ शिवे भक्तिर्न विद्यते ।
न तेषां वचनं ग्राह्यं धर्मनिर्णयसिद्धये ॥
yeṣāṁ viśveśvare viṣṇau śive bhaktir na vidyate |
na teṣāṁ vacanaṁ grāhyaṁ dharma-nirṇaya-siddhaye ||

“The statements of those who do not have bhakti to auspicious Viṣṇu, the Lord of Universe, [alt., to the Lord of the Universe, Viṣṇu, and Śiva] are not acceptable for the purpose of ascertaining dharma.”
Commentary
śive parama-maṅgala-svarūpe | yad vā, śive ca śrī-rudre ||
(Dig-darśinī-tīkā)
“‘Śive’ means one who is of the nature of supreme auspiciousness [i.e. it is qualifier of Viṣṇu], or alternately, it also refers to Śrī Rudra [i.e., Śiva].”
