“Those who are devoid of bhakti to Bhagavān are verily the foremost of the asat. Even by means of meritorious deeds, an auspicious state shall never come about for them.”

(Dig-darśinī-ṭīkā on Hari-bhakti-vilāsa: 10.301)
“Although those attached to women and intent upon the gratification of the genitals and belly are certainly designated as the asat, still non-bhaktas are the foremost among the asat because of [their] being vessels of all faults on account of the absence [in them] of bhakti to Bhagavān. Thus, auspiciousness shall never come about by any means for them. So, specifically for the sake of firmness in association with the sat, the author writes: Bhagavad-bhakti … [i.e., he composes this verse]. They [who are devoid of bhakti to Bhagavān] are the foremost of the asat, meaning, the greatest non-sādhus. ‘State’ (niṣṭhā) means destination or attainment.”
