अचलत्वं चापेक्ष्य ।
acalatvaṁ cāpekṣya |

“It [i.e., meditation] certainly depends on motionlessness.”
Commentary
co’vadhṛtau | chāndogye niścalatvam evāpekṣya dhyāyateḥ prayogaḥ | “dhyāyatīva pṛthivī” iti | ato liṅgād apy āsīnaḥ syāt | dhyāyati kāntaṁ proṣita-ramaṇīti loke’pi |
(Govinda-bhāṣya on vedānta-sūtra: 4.1.9)
“‘Ca’ is in [the sense of] determined [i.e., it emphasized that the conclusion being stated is fully determined]. In the Chāndogya [Upaniṣad (7.6.1)], usage of dhāyati [i.e., a verb for meditation] depends specifically on motionlessness, ‘The earth as if meditates.’ Therefore, because of indication (liṅga) as well, one should be seated [to meditated]. In the world also [i.e., in conventional usage too], it is said, ‘The woman abroad meditates on her beloved.’”
